The Michigan School Index System report shows federally-required school accountability measures under the Every Student Succeeds Act (ESSA) of 2015.
The data are important because they represent the official determination of school status. Up to six components make up a school's overall index value:
• Student participation on state assessments;• Student participation on the WIDA ACCESS assessment; • Student proficiency on state assessments;• Student growth on state assessments;• Student graduation rates;• English Learner progress on the WIDA ACCESS assessment;• Measures of School Quality/Student Success, which include: • K-12 On Track Attendance (Chronic Absenteeism) • K-8 Access to Arts/Physical Education • K-8 Access to Librarians/Media Specialists • 11-12 Advanced Coursework • Postsecondary Enrollment
The index system calculates values from 0-100 for the school overall, as well as any components or subgroups within the school. Index values are based on the degree to which schools met targets in the different components.

Exploring the Michigan School Index System report can answer questions like:
Did all of the students at the school participate in state assessments?
Select a School. When your report appears, scroll down to the Participation component. The display will show the index value for participation, which is the school’s percent of the participation target met. Clicking on the Participation component will reveal more detailed information, including the percent of enrolled students assessed. Schools are required to test 95% of their students overall and in each subgroup having at least 30 students.
Was student achievement high enough or improving to meet the targets set for the school?
Select a School. When your report appears, look at the Proficiency and Growth components. The index values in each of these components represent the degree to which the school is meeting proficiency and growth targets. Values of 100 mean the school has met the target. Clicking on either component will reveal more details including Full Academic Year (FAY) students assessed, the number of students scoring proficient on state assessments, and the percent of FAY students’ proficient for each tested subject area.
Did the school meet the Graduation Rate targets?
Select a School. When your report appears, the Graduation Rate component will indicate the degree to which the school met the graduation rate target. An index value of 100 means the school met 100% of the target. Clicking on the Graduation Rate component will show more detailed information on the school’s 4, 5, and 6-year graduation rates. Note that only schools that graduate students will have data. Smaller schools that graduate fewer than 10 students will not show information in order to protect student privacy.
How is the school doing overall with meeting accountability targets?
Select a School. The Overall Index value displayed in the Overview tile can range from 0-100. Schools meeting targets in each component for all students and any subgroup will show 100. The index system works on a percent of target met concept. This means overall index values closer to 100 indicate the school was closer to meeting its targets in each component for all students and subgroups. Index values closer to 0 mean a school is farther from meeting its targets in each component for all students and subgroups.

Results for subgroups with less than 30 students are suppressed. Students who are reported as homeschooled or attending non-public schools are not included in the Index System.
Participation Rates - Students enrolled at the school during the time of testing in spring 2018 in a tested grade (3-8, 11/12 for M-STEP, SAT, MI-Access; K-12 for WIDA ACCESS).
Proficiency Rates - Students enrolled at the school for a full academic year (FAY) in 2017-18 and who have a valid test score.
Growth Rates – FAY students enrolled in 2017-18 that have a valid test score as well as test scores from at least the previous school year on a similar test.
Graduation Rates - Students enrolled at a building for two consecutive count days. Graduation rates calculated from 2016-17 school year.
Chronic Absence Rates - All students enrolled at a building for at least 10 days in 2017-18.
Access to Arts/Physical Education – All students enrolled in grades K-8 in 2017-18, any school employee assigned to teaching arts/physical education classes in 2017-18.
Access to Librarians/Media Specialists – All students enrolled in grades K-8 in 2017-18, and school employee assigned to a library/media center in 2017-18.
Advanced Coursework – All students enrolled in grades 11-12 in 2016-17 and students in grades 11-12 taking and passing advanced courses (Advanced Placement, International Baccalaureate, Career and Technical Education programs, dual enrollment, Early Middle College) in 2016-17.
Postsecondary Enrollment – All students graduating in 2015-16 and all students enrolled in a postsecondary institution (2- 4-year college/university) within 12 months of graduating (June 2017).
